A quiet giant that stopped being quiet: a behind-the-meter campus outside tiny Hubbard, now with a $400M, 491,378 sq ft first building on a state construction filing, two nine-figure credit facilities and a private-equity backer, while the gas plant meant to power it is still waiting on its TCEQ air permit and the 7.2 GW headline remains unreconciled with the 600 to 612 MW the trade press describes.

UNRESOLVED CAPACITY GAP: do not treat these as one number. The 7,200 MW carried here is the full-buildout figure from Cleanview's April 2026 analysis (the basis for calling this the state's 2nd-largest planned project). Trade coverage of the announced campus instead consistently describes 600 to 612 MW of behind-the-meter gas (DCD, Data Center View, Data Center Map). Search-result summaries of a developer-or-opposition site that does not resolve claim the TCEQ application covers ~7,230 MW of continuous generation plus ~19.5 MW of emergency standby, which would reconcile the two as permitted generation vs near-term data center load. That claim could NOT be verified and is not ingested. The gap stands open pending a direct read of the TCEQ application. A THIRD figure entered reporting Jul 30, 2026: Reuters, citing the WSJ, described a ~1.6 GW natural-gas plant tied to a reported (unclosed) ~$15B financing for the campus, held alongside, not reconciled with, the other two.
