The hub compiles AI-relevant data center projects from public reporting — frontier campuses, hyperscaler builds, metro colocation expansions, powered-land programs, and bitcoin-to-AI conversions. Every project carries disclosed-vs-estimated power, cost, and land figures, a per-record confidence level, live risk flags, and a sourced intelligence timeline.
Each update run logs new developments as dated events first, then updates project state and refreshes review stamps. A strict validation gate (schema + cross-record integrity) runs before any data reaches the database, so figures stay internally consistent and every claim keeps its sources.
Astro on Cloudflare Workers with a D1 (SQLite) edge database via Drizzle, a Zod validation gate, and a vanilla-JS single-page front end. Charts use Chart.js, the site map uses Leaflet, and the relationship graph uses D3.

Ector County has become a primary node of the Permian's compute transition, anchored by two opposing architectures: the planned 1+ GW Texas Critical Data Centers hybrid campus at Penwell and Cipher Mining's operational 207 MW grid-flexible Odessa mine. Abundant associated gas, CO2 pipeline networks, and favorable development structures collide with water scarcity and rising county-level scrutiny.
Industrial data center development in Ector County is defined by two massive campuses with opposite philosophies: the planned, gigawatt-scale Texas Critical Data Centers (TCDC) AI campus, and the operational, grid-connected Cipher Odessa digital-asset mine. Alongside them sit municipal assets (ECISD's on-premise facilities) and a 10 MW Odessa battery storage project (commissioned Oct 2020) stabilizing the local ERCOT grid.
Located in Penwell, unincorporated Ector County west of Odessa, TCDC spans 438 acres (235- and 203-acre acquisitions) with negotiations for an adjacent 54-acre corridor to reach 492 acres. Originally a 50/50 JV between New Era Energy & Digital (NASDAQ: NUAI) and Sharon AI, ownership consolidated in March 2026: New Era acquired Sharon AI's stake for $70M — $10M cash, $10M deferred equity settled Mar 31, and a $50M senior secured note maturing Jun 30, 2026.
Primary Digital Infrastructure leads capital structuring; a non-binding LOI brings Stream Data Centers (Apollo-backed) as builder-operator. Development rides a $290M Macquarie senior secured credit facility, with additional funding closed Apr 14, 2026.
The phased hybrid power model targets speed-to-power while dodging queue congestion:

Carbon mitigation is unusually aggressive for a Permian BTM build: a Mawgan Capital LOI for the Digital Zero Power program (low-CI gas certificates verified via Context Labs), plus an April 2026 Energy Dome CO2 Battery Plus MoU — capturing OCGT waste heat to evaporate liquid CO2 on discharge, boosting peak output up to 100% without burning additional gas. Site prep and permitting are underway; full infrastructure construction begins 2026.
