The hub compiles AI-relevant data center projects from public reporting — frontier campuses, hyperscaler builds, metro colocation expansions, powered-land programs, and bitcoin-to-AI conversions. Every project carries disclosed-vs-estimated power, cost, and land figures, a per-record confidence level, live risk flags, and a sourced intelligence timeline.

Methodology

Each update run logs new developments as dated events first, then updates project state and refreshes review stamps. A strict validation gate (schema + cross-record integrity) runs before any data reaches the database, so figures stay internally consistent and every claim keeps its sources.

How it's built

Astro on Cloudflare Workers with a D1 (SQLite) edge database via Drizzle, a Zod validation gate, and a vanilla-JS single-page front end. Charts use Chart.js, the site map uses Leaflet, and the relationship graph uses D3.

Cipher Digital's “Colchis” Site: Site Control, Ownership, and the ERCOT Batch Zero Gate
A primary-sourced reassessment of the Red Creek 1 GW proposal — Tom Green County, Texas

Colchis is a real and materially advanced proposed 1 GW HPC/AI campus — but not yet an approved or under-construction facility. Cipher Digital Inc. (renamed from Cipher Mining Feb 20, 2026) controls Colchis LLC at 76% actual ownership (not the often-repeated ~95%, which is a conditional future figure), has funded deposits, holds site control near AEP's Red Creek substation, and has a fully executed 1-GW AEP Direct Connect Agreement. The decisive unresolved issue is ERCOT's Batch Zero large-load process: Cipher's own disclosures make the 1,000 MW capacity and 2028 date expressly conditional on it, and no classification existed as of the Jul 29, 2026 research cutoff. No Colchis tenant has been announced.

Executive summary

Colchis is a real and materially advanced proposed high-performance-computing and artificial-intelligence data center campus, but it is not yet an approved or under-construction 1-gigawatt facility. Cipher Digital Inc. controls the project through Colchis LLC, has funded required development deposits, has site control near AEP's Red Creek substation, and has a fully executed 1-GW direct-connect agreement with AEP. The decisive unresolved issue is ERCOT's new large-load Batch Zero process. Cipher's own disclosures make the proposed 1,000-MW capacity and 2028 energization date expressly subject to that process.

Strongest public evidence of commitment: Cipher acquired 53% of Colchis LLC in October 2025, became managing member, and increased its actual ownership to 76% by March 31, 2026 through additional capital contributions; Cipher recorded $56.6 million of acquired “strategic contracts” associated with Colchis (an accounting value for development rights, not a land price or total cost); the project has a fully executed 1-GW Direct Connect Agreement with AEP, under which AEP is to construct a dual interconnection facility; Cipher says all necessary deposits have been funded and the land is secured.

Largest remaining uncertainties: no ERCOT Batch Zero classification or final load allocation had been made public by the research cutoff; no tenant or executed Colchis lease has been disclosed (Cipher's AWS, Fluidstack/Google, and third-hyperscaler leases concern other campuses); no public campus plan, building count, square footage, cooling design, water source, construction contractor, budget, job estimate, or groundbreaking date was located; no Colchis-specific TCEQ/EPA environmental record, local incentive agreement, or construction permit was located.

Bottom line: Colchis should be tracked as a credible 1-GW proposed HPC/AI campus with substantial site-control and interconnection work completed — not as a fully permitted, financed, tenanted, or construction-ready development. The next major public milestones are Cipher's Aug 4, 2026 business update and ERCOT's expected Aug 7, 2026 Batch Zero classification notices.
