Investigations published July 9 detail the campus's permitting strategy: 10 gas turbines and 62 backup diesel generators (~360 MW on-site plant) authorized in 2024 via TCEQ standard permits and permits-by-rule with no public-input process (permitted for >1.6M tons/yr GHG and >1,000 tons/yr combined criteria pollutants), followed a year later by a 2025 major-permit application for 41 additional turbines and 18 generators, a sequence experts say may violate EPA aggregation policy.
