Microsoft formally commits to a 2 GW Pecos campus, powered behind-the-meter by Chevron's 'Project Kilby' gas plant

The previously speculative Reeves County site (surfaced only in Cleanview data) becomes a formal, multibillion-dollar Microsoft commitment: a ~2 GW campus drawing from a co-located 2.67 GW Chevron gas facility ('Project Kilby') under a 20-year power agreement, with Engine No. 1 and GE Vernova on the generation side and first power targeted for 2028.
